The Finance Committee considered SENATE BILL NO. 32 An Act                     
making and amending capital appropriations and reappropriations and            
capitalizing funds; and providing for an effective date and                    
recommended it be replaced with                                                
                                                                               
CS FOR SENATE BILL NO. 32(FIN) An Act                                         
making and amending appropriations and                                         
reappropriations; making and amending                                          
appropriations under art. IX, sec. 17(c), Constitution                         
of the State of Alaska, from the constitutional                                
budget reserve fund; and providing for an effective
